For example, civilian deaths were considered acceptable, but unmentionable, during the twenty years of instability from 1960 to 1980 in El Salvador. Additionally, collateral damage as a result of the coup in Iran was not considered. Furthermore the extermination of East Timorese was considered unnewsworthy. Terrorism stems from funding Mujahidin in Afghanistan during the Cold War.
