The “don't publish until finished” rule says that a relay's torches should not be published until the relay master has either declared the relay as finished or cancelled, or has been AWOL for some time (at least 30 days).

This template produces the following note:

This relay is running under the “don't publish until finished” rule.

It should be added to the bottom of the relay's /TOC page.
