Conlang Relay 21

Conlang Relay 21 is currently being planned by Fenhl. The relay will happen mostly on this wiki page and the talk page. The relay will start not before 2013-03-01, with MilyAMD providing the initial text. Signups are now closed, but the start of the relay is delayed until the initial text has been written.
