As the main author of a few of the pages with this template, I'd like to note that in their case at least, mostly they are not broken links as much as links to pages that don't exist yet.
An actual broken link would be something like a WP-imported article linking to French language (when here, the page is simply at French). --Trɔpʏliʊm • blah 01:45, 13 November 2011 (PST)
